Open Question: When applying to UW-Madison...?

When applying to uw madison does my application automatically go to the school of my choice of major, because i don't have yet the required credits for it, i just want to attend madison for generals before the engineering school. My minnesota applicaiotn was denied but it was denied because it applied me to the ngineeing school when i dont have the credits/classes yet, and i just wanted to apply to the school.
